By registering local arrests and labeling them "human / sex / labor trafficking" cases, law enforcement agencies, legislators, the community and the media will become aware of the "prevalence" of trafficking in person.

This awareness leads to more arrest, making it harder for traffickers to exist in the shadows, as the media will be "asked" to spot light cases of "human / sex / labor trafficking" in their local community.

With more "exposure" to this crime, a synergy between the media, community and law enforcement generates interest in legislation.
